fix(ci): build-nsInnoUnp uses full Gitea action URL

Short-form `Simone/local-ci-cd-system/...@main` resolved to
github.com (DEFAULT_ACTIONS_URL=github) -> "authentication required:
Repository not found". Use the full gitea.emulab.it URL like
self-test.yml.
