In PS 5.1, $(if (...) { '-SkipArtifact' }) inside a call produces the
literal string '-SkipArtifact' bound as a positional argument (-> IPList),
not interpreted as a switch name.
Fixed by building a hashtable and setting SkipArtifact = \True when needed.
